A Dulles District Discussion on the Envision Loudoun 2040 Comprehensive Plan Draft and Our Land Use Realities

After three years of work by a stakeholders group and the Planning Commission, the time has finally come for the Board of Supervisors to start weighing in on our future. This summer, the Board of Supervisors will be voting on Envision Loudoun 2040 – Loudoun’s comprehensive plan which covers land use, transportation, and development policies.

This is a big deal, and these decisions don’t come around very often. Over the years, I’ve received many questions about development and land use. This is a topic on all of our minds because of the constant congestion, overcrowded schools, and other issues that we all deal with.

There are many constraints and factors which influence development and land use, and it’s time to have an honest conversation about them. The development market is hot for data centers and residential, but not for much else. We have some choices to make which will impact our area, though our options may not be what we really want.

On Thursday, April 25th, I’d like to bring the Dulles District community together to have this discussion. This will be a little different than my typical Town Hall meetings. We’ll be meeting in the Freedom High School cafeteria so that you can have maps and displays in front of you on tables, and you can provide written and verbal input during the meeting.

We’ll begin by reviewing some of the history, and then let County staff and Planning Commissioner Jeff Salmon review the current draft Envision Loudoun 2040 plan and the rationale for it. I’ll offer some thoughts, and then pose (and take) questions. Of course, any Loudoun resident is welcome to attend all of my meetings, but I’m going to give preference to Dulles District residents in our discussion, because I really want to hear what my constituents think. All County residents have an opportunity to speak to the full Board of Supervisors on both April 24th (6 PM at the Government Center: 1 Harrison Street SE in Leesburg) and April 27 (9 AM at the LCPS Administration Building: 21000 Education Court in Ashburn).
